Plans to Offer Free Community College Gaining Ground

As states grapple with the need to improve access to higher education, one proposal that is attracting support across the country is the establishment of free community colleges. The most ambitious plan is an initiative announced a year ago by Massachusetts Gov. Deval Patrick to make community colleges free for all high school graduates in the state. The governor is expected to appoint a commission this summer to study how to fund the proposal.
